The following is a translation of the Sheikh's Khutba. 


A single general is more powerful than a hundred corrupted political parties

Part one:

O people gathered!

After the Egyptian revolution that resulted in the deposing of President Mubarak from his position, many people believed that a new era of freedom and justice would prevail in the land of Al-Kinaanah (Egypt). The optimism of some reached the level of founding a political party carrying the name of ‘Freedom and justice’ due to the new era that they thought its sun had already shined bright. They thought that they would be capable of entering into free and fair elections under its shade and grab hold of the reins of ruling in Egypt. They made the issue Islamic in a gradual approach which would lead to the rightly guided Khilafah upon the methodology of the Prophethood! In the period after the revolution they then established more than one hundred political parties including amongst them a party that called itself Hizb An-Noor As-Salafi, the very same party of which its head, the day before yesterday, announced the participation of his party in the referendum upon the new constitutional document which the committee of fifty had approved. And he called the people to vote in favour of it saying: ‘That this constitution is a fundamental step to realise stability in the land’. And before providing the Shar’iy (legislative) comment upon this political party and its head, I would like to bring attention to the fact that one single General named Sisi has ravaged the work of the fragile political system in Egypt. He has killed, imprisoned and tortured men and women and has declared a state of emergency that has never ceased to exist with the exception of one year from the last sixty. Throughout it the Egyptian people have tasted the ugliest forms of humiliation, deprivation, poverty and illiteracy to the extent that a number of them live in graveyards whilst others are not even capable of reading Surah Al-Faatihah correctly and others do not know who Muhammad (saw) was or heard of Abu Bakr, Umar, Uthman and Ali (rah).

As for Hizb An-Noor, it arose suddenly from the womb of the idea that stated that political parties were prohibited in Islaam and I have no idea how the prohibition of political parties became Halaal (permissible) for them in the space of a single day and night! Hizb An-Noor has been consistent upon justifying its silence upon the removal of President Mursi who was elected democratically in the elections that took place in which Hizb An-Noor attained more than 20% of the votes, not because they were Salafi but rather because they were seen as being Islamic as was the case with the Muslim brotherhood. The head of Hizb An-Noor has now addressed the citizens and people saying: ‘That his party participated in the drafting of the constitution and that it will participate in the coming referendum and vote yes in favour of it. That it is his Imaan and I’tiqaad (belief) (note his usage of Islamic terminology related to belief) that the constitution realises what is enough and fulfils the aspirations of the Egyptian people under the current difficult circumstances, where it is not possible for any one group to achieve everything that they want’.

It is worth noting that the committee of fifty of which Hizb An-Noor had a member in have cancelled article 219 that stated: <>. This was the article that instigated a great deal of discussion between the political parties and forces and (in response to it) the spiteful and arrogant Fuqahaa of Egyptian law agreed in consensus to cancel it due to what it contained of badness that threatened the Egyptian society according to their claims! And they said that: ‘This article which explained the second article would grant the body of prominent ‘Ulamaa authority and control over the issuing of laws and that this is a matter that is contradictory to the principles of the Civil State and would transform it in to a Religious State. It is essential to cancel it so that the legislation can be freed from the ‘Wilaayat Al-Faqeeh’ (Reference to Iranian System) from one angle and from another angle so that the Shar’iy opinion would not be binding upon the legislative authority and ruler. This is because Egypt is a State that has implemented the Sharee’ah since its creation!! And its people perform all of the pillars of Islaam and commit to the Aqueedah and obligations. So we are a religious people and we have many laws that have come from the Islamic Sharee’ah. As such we are in no need of an article like this one that represents a landmine’.

They then spoke about another landmine which was the article that talked about the state and society guaranteeing the general morals and manners. They said: ‘This threatened with the establishment of groups that order the Ma’roof (right) and forbid the Munkar (wrong) which they said had already occurred after it was issued in areas of Egypt like Sa’eed where some partisans were killed, some criminals were punished and the punishment of highway robbery was implemented upon them. As for Azhar and the body of prominent ‘Ulamaa then according to them they hold a place of high appreciation and respect and that it is permissible for the parliament or government to request a Fatwaa from this body in a non-binding manner. There is no need to form a committee of Ahl ul Hal Wa l Aqd (representative body of people with influence and standing amongst the people) which could lead to an increase in disputes and too many views in the coming period. It is sufficient for us to consider Azhar as a majestic religious institution that holds a high standing in Egypt and the world as a whole’.

Have you seen the corruption of the people of law in Egypt and have you seen how the western civilisation and culture has destroyed their minds? That they deeply desire the separation of the Deen from the State and society and that it should be restricted to the Masaajid and houses alone without it have any effect upon the general life or foreign relations with non-Muslims. Have you seen how one single general who clearly holds a firm grip upon the reins of power is stronger and mightier than 100 vague, faltering, hypocritical, deceiving and corrupt political parties whether they are Islamic or secular?

So know that the Hukm (rule) is for Allah and He tells the Haqq (truth) and he is the best of those who distinguishes.

Part 2:

O People gathered!

Not a single one of these political parties and particularly the Islamic ones paid any serious attention and care towards studying the kind of ruling system that is in agreement with the Aqueedah of the people of Al-Kinaanah (Egypt) and indeed it is Islaamic. They (the constitution writers) did not find it enough be indifferent to this colossal matter but rather they engaged in examining and editing the constitution that the Muslim Brotherhood laid down and tried to beautify it with a few Islamic frills and touch-ups that do not bring any benefit in the least and did not make the constitution Islamic under any circumstances. So they became committed to remove these thrills i.e. to remove the sweet paper that some of the Islamic wing had wanted it to include whilst they had been sitting in the (previous) committee of one hundred (who drafted the constitution in Mursi’s time).

And just as we made clear to our brothers from the Islamic parties yesterday (although they have yet to see it), we also make clear to the Muslims of Egypt today and other Muslim lands the shape and form of ruling in Islaam. This is so that everyone can comprehend that the democratic republican system, the absolute or constitutional Monarchical and other (currently applied) systems have absolutely no relationship with the ruling system of Islaam that pleases Allah (swt). This is because the ruling system in Islaam is the Khilafah and the Khilafah according to the Shar’a (Islamic legislation) is the general leadership of all of the Muslims in the Dunyaa for the establishment of the Islamic Shar’iy rulings and for carrying the Islamic Da’wah to the world. It is the form that the Shar’iyah rulings have come with for an Islamic State to be established upon just as the Messenger of Allah (saw) established it in Al-Madinah Al-Munawwarah and what the noble Sahaabah (rah) proceeded upon after him.
This opinion has come based on the evidences of the Qur’aan, Sunnah and Ijmaa’ of the Sahaabah and no one has gone against it from the Ummah as a whole apart from those who have been cultured and brought up with the culture of the disbelieving colonialist who destroyed the Khilafah State and tore up the lands of the Muslims.
And there is an Ijmaa’ upon the unity of the Khilafah and unity of the State and impermissibility of giving the pledge of allegiance to more than one Khalifah. The A’immah and Mujtahidoon have agreed upon this throughout the Muslim history whether these were times that were flourishing or lacklustre.

The obligation upon the Muslims of AL-Kinaanah (Egypt) and others after this clear explanation is to commit to the command of Allah in whose hand alone the victory lies in addition to the succession on the earth (Istikhlaaf), honour, might and empowerment. And they must reject any system other than the Khilafah whatever its source even if it is permitted for some Islamic slogans to be raised if this is within the context of the disbelieving democratic ruling system that does not rule by that which Allah (swt) has revealed:

Allah ‘Azza Wa Jall says:

وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنْزَلَ اللَّهُ إِلَيْكَ فَإِنْ تَوَلَّوْا فَاعْلَمْ أَنَّمَا يُرِيدُ اللَّهُ أَنْ يُصِيبَهُمْ بِبَعْضِ ذُنُوبِهِمْ وَإِنَّ كَثِيرًا مِنَ النَّاسِ لَفَاسِقُونَ (49) أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنُونَ

And judge, [O Muhammad], between them by what Allah has revealed and do not follow their inclinations and beware of them, lest they tempt you away from some of what Allah has revealed to you. And if they turn away - then know that Allah only intends to afflict them with some of their [own] sins. And indeed, many among the people are defiantly disobedient.
Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith]. (Al-Maa’idah 49-50).

And it is obligatory upon us all to not accept anything less than the work to establish the second rightly guided Islamic Khilafah State that our Rabb ‘Azza Wa Jall has promised us.

O Allah hasten for us our Khilafah and repel the misguidance from us.

Q&A: Age of separating children in the beds?

Question: Please explain the hukm regarding separation of children in their beds. At what age is separation an obligation upon the parents? Also can a parent sleep in the same bed as their child? Answer: 1- With regards to separating children in their beds, it is clear that the separation which is obligatory is when they reach the age of 7 and not since their birth. This is due to the hadith reported by Daarqutni and al-Hakim from the Messenger (saw) who said: When your children reach the age of 7 then separate their beds and when they reach 10 beat them if they do not pray their salah.’ This is also due to what has been narrated by al-Bazzar on the authority of Abi Rafi’ with the following wording: ‘We found in a sheet near the Messenger of Allah (saw) when he died on which the following was written: Separate the beds of the slave boys and girls and brothers and sisters of 7 years of age.’ The two hadiths are texts on the separation of children when they reach the age of 7.
